Commissioner - Atty Edrick Fargbanah Noah

Atty Noah Serves as a Member of the Board of Commissioners of the Public Procurement and Concessions Commission (PPCC), representing the Ministry of Justice. He currently holds the position of Assistant Minister for Administration and Public Safety at the Ministry of Justice, Republic of Liberia.

Atty. Noah holds a Master of Laws (LL.M.) in Global Legal Studies from the National University of Ireland, Maynooth (2023) and a Bachelor of Laws (LL.B.) from the Louis Arthur Grimes School of Law, University of Liberia (2017). He was admitted as an Attorney-at-Law in 2018.
In addition, he earned a Bachelor of Business Administration (BBA) from the University of Liberia and has also completed several professional development and specialized training programs, both locally and internationally.

Atty. Noah brings to the Commission a rich blend of legal, administrative, and security sector experience spanning more than two decades in both the public and private sectors. He began his public service career in 1994 as an operative at the former Bureau of Immigration and Naturalization (BIN), now the Liberia Immigration Service (LIS), within the Protective Internal Security Division. 

In 1996, he joined the Special Security Service (SSS)-now the Executive Protection Service (EPS)-as a Special Agent under the Ministry of State and Presidential Affairs.

In addition to his security service, Atty. Noah has held several key administrative and managerial roles, including:

  • Transport Coordinator, F&A Transport Corporation (2003).
  • Program Assistant, Liberia Decentralization and Local Development Program (LDLD), Governance Commission (2009).
  • Office Manager, FrontPage Africa Corporation (2010).
  • Administrative Manager, International Law Group, LLC (2011).
  • Chief of Staff, Office of the Minister of State without Portfolio, Ministry of State and Presidential Affairs (2016).

In March 2023, Atty. Noah was appointed Assistant Minister for Administration and Public Safety at the Ministry of Justice, where he oversees administrative operations and supports public safety policy coordination.

As a Board Member of the PPCC, Atty. Noah contributes his expertise in policy, law, governance, and institutional management to advance the Commission’s mandate of regulating and monitoring compliance with the Public Procurement and Concessions (PPC Act) of Liberia, with the ultimate goal of promoting transparency, accountability, and efficiency in public procurement and concessions awards in Liberia.
