Overview

The Office of the Executive Director serves as the central administrative and leadership hub of the Public Procurement and Concessions Commission (PPCC). It provides overall strategic direction, policy coordination, and oversight to ensure the effective implementation of the Public Procurement and Concessions Act (PPCA) of 2005 and its subsequent amendments.

As the Chief Executive Officer (CEO) of the Commission, the Executive Director bears primary responsibility for the day-to-day management and coordination of all programs, operations, and administrative functions of the PPCC. 

The office plays a critical role in steering the institution toward its mandate of promoting transparency, accountability, value for money, and integrity within Liberia’s public procurement and concessions framework.

Roles and Responsibilities

The Executive Director’s Office performs a broad range of leadership and administrative functions, including:

  • Strategic Leadership: Providing overall vision, policy direction, and operational guidance to ensure effective implementation of the PPCA and alignment with national development priorities.
  • Institutional Coordination: Serving as the principal liaison between the PPCC and key stakeholders, including government ministries and agencies, state-owned enterprises, development partners, civil society organizations, and the private sector.
  • Policy Oversight: Supervising the formulation, review, and dissemination of public procurement and concessions policies, procedures, and guidelines to ensure consistency with international best practices.
  • Performance Management: Overseeing the implementation of institutional work plans, budgets, and performance targets to promote operational efficiency and accountability.
  • Public Engagement: Representing the PPCC at national and international forums, advocating for procurement reforms, and fostering partnerships that enhance institutional visibility and credibility.
  • Governance and Compliance: Ensuring adherence to statutory mandates, ethical standards, and good governance principles in all procurement and concessions activities.

The Office of the Executive Director is supported by a professional and administrative team that enhances coordination, communication, and execution of the Commission’s functions. The supporting structure includes:

  • Chief of Office Staff: Provides managerial and technical support to the Executive Director and ensures coordination across departments.
  • Special Assistant: Assists in research, briefing, documentation, and follow-up on executive assignments and inter-agency engagements.
  • Gender Unit: Integrates gender-responsive procurement principles and promotes equitable participation in procurement and concessions processes.
  • Policy Unit: Supports policy formulation, analysis, and evaluation of the Commission’s programs and reforms in line with the PPCA.
  • Support Staff: Includes administrative assistants, secretaries, and drivers who provide logistical and operational support to the office.
