PPCC Holds Strategic Retreat to Strengthen e-GP Project Implementation
The Electronic Government Procurement (e-GP) Taskforce, constituted to steer the implementation of the e-GP Project, convened a two-day strategic retreat in Ganta, Nimba County, over the weekend to review progress and take stock of achievements since the official launch of the e-GP System in February 2025. The Retreat ran from November 1-2, 2025.
The Retreat, led by Executive Director Bodger Scott Johnson, brought together members of the e-GP Taskforce to evaluate milestones, identify challenges, and develop practical recommendations for the seamless execution of Phases II and III of the e-GP Project.
In his opening remarks, Executive Director Johnson commended the Taskforce for its dedication and underscored the Government’s unwavering commitment to strengthening transparency, accountability, and efficiency in public procurement through the e-GP platform. “The e-GP System is transforming how public procurement is managed in Liberia. Our collective responsibility is to ensure that this digital transformation is inclusive, effective, and sustainable,.
The brainstorming and performance review sessions culminated in the formulation of a series of recommendations designed to enhance the e-GP system’s functionality, operational efficiency, and long-term sustainability. Key recommendations advanced during the retreat, include:
- Adopting the “Blue–Grey–Black” Rating Model for performance classification of the 50 Ministries, Agencies, and Commissions (MACs), to prioritize technical assistance amid limited helpdesk capacity.
 - Instituting an Awards and Recognition Framework to encourage healthy competition and continuous performance improvement.
 - Launching Targeted Awareness and Change Management Campaigns to boost user adoption and measure impact.
 - Activating the Vendor Outreach Program to onboard at least ten vendors per sector onto the e-GP platform.
 - Ensuring Adequate Budgetary Provision for ongoing capacity-building and e-GP training programs.
 - Adopting and Enforcing the Sustainable Public Procurement (SPP) Policy to align PPCC operations with Development Policy Operation (DPO) deliverables.
 - Concluding Phase III Contract Negotiations with European Dynamics promptly to avert the projected cost overrun of USD 124,384.00 linked to Phase II subscription timelines.
 - Developing Process Flows for the e-Disposal and Concessions Modules to broaden system coverage.
 - Establishing a Backup and Redundancy System for third-party integrations to minimize downtime.
 - Engaging European Dynamics to commence the subscription process for Phase II in December 2025, ensuring timely onboarding of the 50 procuring entities and readiness for the January submission of procurement plans through the e-GP system.
 
At the close of the retreat, the Taskforce reaffirmed its commitment to ensuring that the e-GP platform continues to evolve as a robust and transparent tool for managing public procurement across government institutions.
