Liberia Advances Digital Procurement as PPCC Begins Phase II e-GP Training

The Public Procurement and Concessions Commission on May 11, 2026 launched a two-week Training of Trainers (ToT) program for procurement personnel and IT technicians from 56 government procurement entities already onboarded onto Liberia’s Electronic Government Procurement (e-GP) platform, marking the formal rollout of Phase II of the system’s nationwide implementation.

The Phase II ToT program is designed to strengthen the capacity of selected system users by equipping them with advanced knowledge and practical skills on newly introduced functionalities and modules under the second phase of the e-GP system. Building on earlier training initiatives, the program seeks to deepen participants’ understanding of system enhancements and their practical application throughout the full procurement cycle.

The current training follows the successful completion of Phase I, during which the Public Procurement and Concessions Commission collaborated with the system developer to conduct Training of Trainers sessions alongside role-based training for procurement practitioners, approvers, evaluators, and IT personnel. Those efforts established foundational competencies and facilitated the onboarding of six pilot Ministries, Agencies, and Commissions (MACs) onto the platform.

Accordingly, the initiative aims to establish a pool of competent trainers capable of effectively transferring e-GP system knowledge within their respective institutions. It also seeks to empower procurement and IT professionals to cascade training to end-users across government entities, thereby promoting broader system adoption, ensuring consistency in usage, and supporting the long-term sustainability of the e-GP platform.

The training, being held in the PPCC Training Hall under the theme, “Training of Trainers of the Liberia Electronic Government Procurement System for Phase II Implementation,” covers several key areas, including procuring entity and provider registration and management, annual procurement planning and approvals, e-notification procedures, committee and document management, invitations, and electronic bidding processes. Participants are also examining procurement documentation management and clarification procedures within the system.

Speaking during the opening ceremony, Mr. Himmie E. Langford, Director of Administration and Acting Executive Director of the Public Procurement and Concessions Commission, provided an overview of the training and urged participants to fully embrace the program and serve as e-GP change champions within their respective institutions.

Meanwhile, Mr. Nicholas Tagbor of European Dynamics is facilitating the training sessions, providing hands-on guidance on effectively navigating and utilizing the e-GP platform to improve procurement operations and service delivery.

The training is expected to continue over the coming days with additional technical presentations, collaborative discussions, and practical exercises aimed at strengthening e-GP compliance and enhancing procurement efficiency across participating government institutions.
