Cllr. Sundaiway E. Nelson Amegashie is a seasoned legal professional with extensive experience in human rights and public sector law. She holds a Bachelor of Laws (LLB) degree from the Louis Arthur Grimes School of Law, University of Liberia, and a Master of Laws (LLM) degree with an Advanced Certificate in International Human Rights Law from Georgetown University Law Center in Washington, D.C., USA. Prior to her legal studies, Cllr. Amegashie earned a Bachelor of Business Administration (BBA) degree in Accounting from the University of Liberia.With nearly two decades of experience in the field of human rights, she has served in various capacities, including with the United Nations Mission in Liberia (UNMIL), the Foundation for International Dignity (FIND), and as a Commissioner at the Independent National Commission on Human Rights (INCHR) during the administration of President Ellen Johnson Sirleaf. Cllr. Amegashie brings a wealth of experience working in various capacities across several legal human rights institutions, earning a reputation for competence, integrity, and commitment to the rule of law. From 2015 to 2021, she served as Associate Chief Counsel for Protests and Objections at the Liberia Revenue Authority. More recently, she worked as Legal Capacity Building Officer with the Winrock International/ATLAS Project. She is the former President of the Grand Bassa County Bar Association. Currently, Cllr. Amegashie serves as Secretary General of the Association of Female Lawyers of Liberia (AFELL), and is the current Chairperson of the Complaints, Appeals, and Review Panel of the Public Procurement and Concessions Commission (PPCC).
Cllr. Vincent B. Smith is a dedicated Liberian lawyer and seasoned public servant with a strong background in legal practice and public administration. He holds a Bachelor of Law (LLB) degree from the Louis Arthur Grimes School of Law, University of Liberia, and a Master’s degree in Public Administration (MPA) from the same institution. He also holds a Bachelor of Business Administration (BBA) degree in Management. Since being admitted to the bar in 2018, Cllr. Smith has actively practiced law and is a member of the Liberia National Bar Association. His legal expertise includes advising on all matters with legal implications, ensuring that institutional operations comply with national laws and established procedures. He is responsible for prosecuting cases on behalf of his institution Alliance Consulting Group Inc., representing clients in litigation and arbitration, and managing all legal correspondence received by his office. Additionally, he represents the entity both domestically and internationally on legal matters as assigned by management. Cllr. Smith brings to the Complaints, Appeals and Review Panel of the Public Procurement and Concessions Commission a wealth of courtroom experience and has served in various capacities across several legal institutions, earning a reputation for competence, integrity, and commitment to the rule of law.
Mr. Michael C.G. George brings over 35 years of experience in political and social organizational leadership, with a strong focus on grassroots mobilization, community development, and public sector program management. His career spans hands-on training in community-level mobilization, where he coordinated more than 4,000 volunteers across 250 effective community welfare leadership teams during Liberia’s civil crisis. Mr. George has served in several key leadership and advisory roles, including as Executive Director of the Rapid Food Production Initiative (RFPI)—a local NGO dedicated to promoting large-scale commercial food production in Liberia—and as Program Manager of the County Development Support Secretariat (CDSS) within the Ministry of Internal Affairs. As the initiator of the CDSS concept, Mr. George played a central role in the design and implementation of Liberia’s County and Social Development Fund (CSDF) programs. He authored the original CDF guidelines, created templates and reporting formats, and ensured alignment with the National Budget Law. His responsibilities included overseeing the decentralized execution of CDF-funded projects, supervising Assistant Superintendents for Development and Project Management Teams (PMTs), and reviewing financial and activity reports to ensure transparency and efficiency. Mr. George’s extensive experience reflects a deep commitment to local governance, decentralization, and the empowerment of communities through structured development initiatives.
Mr. Isaac C. Woods is a member of the Complaints, Appeals and Review Panel. He was appointed by His Excellency, Dr. George Manneh Weah to serve in this capacity.
Mr. Woods is a 2010 graduate of the African Methodist Episcopal University with a degree in Management. He is also a graduate of the Liberia Institute for Public Administration with a diploma in Monitoring and Evaluation. Mr. Woods is a candidate for a Master Degree in Management at the University of Liberia.
He has worked with the Liberia National Red Cross as a Program Officer and head of the Monitor and Evaluation (M/E) Department of the E-Cap II project that was implemented in District #3, Grand Bassa County. Mr. Woods also worked as the General Manager of the Ziggie Enterprise.
At the Complaints, Appeals and Review Panel, Mr. Woods brings a wealth of experience and has been instrumental in ensuring the panel is effective and efficient in its activities.
