Procurement Practitioners Conclude Int’l Training in Public Procurement

Liberia’s public procurement reform program is creating opportunities for the upward growth of public sector procurement staff through the introduction of a certified international award program in public procurement. The award is a joint effort of United Nations Development Program and Chartered Institute of Purchasing and Supply(CIPS), based in the United kingdom. Nearly 700 Liberians have benefited since the inception of the program in 2015 when the introductory CIPS Level 2 course was launched. Several other levels have been conducted, with the latest being CIPS Level 4 training held at Boulevard Palace Hotel in Sinkor. Seventy six persons, mainly from public sector institutions participated. The training was a five-day fully packaged intensive class room lecture and exam writing series followed by a Work Based Assessment (WBA) to determine participant’s qualification. Candidates who successfully complete the prescribed course syllabus for CIPS Level 4 are awarded diplomas in public procurement and automatically become chartered members of the UK based Chartered Institute of Purchasing and Supply(CIPS). PPCC’s Executive Director, Atty. Jargbe Roseline Nagbe Kowo, delivered a captivating statement when she addressed participants of CIPS Level 4 training in the upstairs conference facility of Boulevard Palace Hotel in Sinkor. She stressed the need for the application of ethical standards that would bring integrity in public procurement. ED Kowo mentioned that unless a proactive approach is employed by beneficiaries of the training to consolidate the gains made on Liberia’s public procurement reform by erecting the necessary safeguards, the fight against corruption will remain unachievable. The PPCC boss promised to do a comprehensive review of public procurement trainings to determine the level of impacts and also do a database inventory to capture information on the whereabouts of beneficiaries and their current roles.
