Mr. Collins is a Fulbright scholar and an economist by training. He has more than 15 years of experience in economic and financial operations, management and administration, coordination, and training, and is an expert in Budget Formulation and Forecasting.

 

Mr. Collins holds a Master of Science Degree in Economics Policy and Planning (with honors) from the Graduate School of Economics, Northeastern University, Boston, Massachusetts in the United States of America. He served as Part-Time Instructor of Econometrics and Manpower Economics at the University of Liberia. Mr. Collins also served the Government of Liberia in several capacities including Deputy Minister for Administration, Ministry of Finance, Deputy Minister for Economic Planning and Policy, Ministry of Planning and Economic Affairs.

 

In August 2007, Mr. Collins was appointed to the position of Commissioner, Public Procurement and Concessions Commission, for a four year tenure by the President of Liberia, Her Excellency Ellen Johnson Sirleaf. He was reappointed in 2011 for a period of two years. He has oversight responsibility for Capacity Building and Training. He is at the moment Chairman/CEO of Jafain Consortium Inc., a private business with specialty in Investment Consultancy, International Trading, Tax Advisory Services, Income Projection and Budget Formulation Services.
